Staff comments

Because there are several CNPC subsidiaries in Kazakhstan and it is unclear which one financed this project, AidData has elected to code CNPC as the funding organization. It appears that CNPC was providing scholarships, so the flow type was coded as such. "Project status" was coded as "Completion" because it is clear that the Chinese funds were clearly disbursed. "Year uncertain" box was checked because it was not confirmed that this flow was committed to in 2010.
