Staff comments

The Chinese name for the memorandum was 《社会经济合作备忘录》. "Project status" was set as "Completion" because it is clear that all Chinese financial flows were disbursed. "Year uncertain" box was checked because it is not clear what year this memorandum was signed; in the absence of better information, 2008 was coded as the commitment year.
