Description

On December 1, 2011, the governments of China and Peru signed an agreement in Lima granting the Peruvian Ministry of Foreign Affairs 35 official cars worth 10 million RMB. The cars were supplied through the China FAW Group Import & Export Co., Ltd. and included 22 FAW Besturn B70 2.3AT deluxe passenger cars, 8 FAW Besturn B70 2.AT deluxe passenger cars, and 5 FAW Hongqi high-class passenger cars, as well as the vehicles' accessories. This agreement follows an initial pledge on September 23, 2011, through Letters of Exchange signed by the Peruvian Vice-minister of Foreign Relations and the Chinese Vice-minister of Commerce. The grant of the first 30 Besturn cars (worth about 6.7 million RMB) was approved by Ministerial Resolution on February 9, 2012. The cars were to be delivered in two batches to the Port of Callao, with the first set to arrive within 90 days of signing the agreement and the second sometime in 2012. However, the second batch, 5 Hongqi cars, was not approved until March 15, 2013. There is confirmation that the second batch arrived sometime before July 26, 2013, on which date a report was issued that verified the vehicles' compliance with technical requirements. The Chinese government also agreed in the December 1 agreement to provide two teams of technicians to Peru to provide assistance with vehicle maintenance and training of Peruvian personnel. The first team would consist of three technicians (two vehicle experts and one interpreter) and the second of two (one vehicle expert and one interpreter). The exact funding mechanism for the vehicles is unclear. The text of the December 1, 2011 agreement and September 23, 2011 Letters of Exchange say the project is funded through an Economic and Technical Cooperation Agreement (ETCA), also signed on September 23, 2011, which provided 20 million RMB total (see project #36351). However, other official documents published after the vehicles were scheduled to arrive show the balance of this ETCA still at 20 million RMB as of December 2014. The ETCA also seemingly did not go into effect until December 9, 2014.
