Project narrative
In 2011, the Chinese Government provided an SCR 200 million grant to the Government of Seychelles for Phase 2 of the Les Mamelles Housing Project. The purpose of Phase 2 was to construct 24 housing units in the Les Mamelles administrative district, which is located in the south of the Greater Victoria area on Mahé, the main island of the archipelago. China Shenyang Corporation Seychelles Ltd. — a wholly-owned subsidiary of China Shenyang International Economic and Technical Cooperation Corporation — was the contractor responsible for implementation for all three phases of the Les Mamelles Housing Project. Construction was scheduled to begin in mid-2011 and end in mid-2012. The foundation stone for this project was placed at a ceremony that took place March 8, 2012 Phase 2 was ultimately completed and handed over to the Government of Seychelles on July 12, 2013.

In May 2020 email correspondence with AidData’s Executive Director, Seychelles’ Ministry of Finance provided a list of loans that the Government of Seychelles had contracted with Chinese Government institutions and this list did not include any loans for the Phase 2 of Les Mamelles Housing Project. Therefore, AidData has coded the SCR 200 million financial commitment from the Chinese Government as grant-financed rather than loan-financed.
