In 2007, the Chinese Government promised the Government of Guinea Bissau that it would fund the construction of a new government headquarters. According to email correspondence between AidData’s Executive Director and the Director General of the Office of the Secretary of State for Planning and Regional Integration in Guinea-Bissau, the Chinese Government provided a grant worth $16 million to the Government of Guinea-Bissau to support the Government Office Building Construction Project. China’s Ministry of Commerce was the funding source. This project, which reportedly cost $25 million in total, involved the construction of a government office complex in the city of Bissau. The complex consists of three two-story office buildings that can accommodate 12 ministries. The total construction area was somewhere between 16,600 and 18,000 square meters. Beijing Construction Engineering Group Co., Ltd. was the contractor responsible for implementation. Construction began on August 28, 2008 and the project was officially completed and handed over to the Government of Guinea-Bissau on November 10, 2010.
