On December 4, 2017 and June 6, 2018, China's Ministry of Commerce (MOFCOM) and the Government of Moldova signed an exchange of notes, which committed grant funding worth approximately RMB 29.27 million (EUR 3.7 million) for the 2.8MW Criuleni Solar Power Plant Construction Project. The grant proceeds were drawn from an Economic and Technical Cooperation Agreement (ETCA) that the Chinese Government and the Government of Moldova signed on December 15, 2011. The purpose of this project is to construct a photovoltaic park with the installed capacity of 2.8 MW in Criuleni district. The project involves the construction of a photovoltaic power system and an electrical system, as well as a 10kV electricity distribution room and supporting facilities. Upon completion, the solar power station is expected to result in 2.86 million kWh of power connecting to the grid annually. It is also expected to be the largest solar power station in Moldova. Sinohydro Bureau 9 Co., Ltd. is the contractor responsible for project implementation, and China Urban Construction Design and Research Institute Co., Ltd. (CUCD) are the contractors responsible for project management/supervision. A preliminary design scheme for the solar power plant was developed by the Chinese side and Moldovan side on December 30, 2016. Then, on January 2, 2019, a project implementation agreement was signed by representatives of Moldova's Ministry of Economy and Infrastructure, the Criuleni District Council, and the Agency for International Economic Cooperation (AIECO) within China’s Ministry of Commerce (MOFCOM). The MOFCOM grant fully disbursed on the same day. On May 5, 2019, Sinohydro Bureau 9 Co., Ltd., a subsidiary of Power Construction Corporation of China, received a bid-winning notice from MOFCOM’s Bureau of International Cooperation Affairs of the Ministry of Commerce. As the general (EPC) contractor, Sinohydro Bureau 9 Co., Ltd. was made responsible for the survey and design, engineering construction, long-term quality assurance and supporting technical services after the completion of the project. A groundbreaking ceremony took place on April 19, 2021. The project was originally scheduled to reach completion within 6 months (October 19, 2021). The power plant was successfully connected to the grid on November 25, 2021.
