China grants 255 million RMB for the 500 Social Housing Units Construction Project (Linked to ETCA #85711)

On November 23, 2017 during the Djibouti President's official visit to Beijing, government officials signed an Economic and Technical Cooperation Agreement (ETCA #85711) in which China committed grant funding for (1) creating a vocational training center in the Djibouti International Free Trade Zone (DIFTZ) and (2) the construction of 500 housing units. The total monetary value of this ETCA is unknown. At least 255 million RMB was allocated towards the 500 Social Housing Units Construction Project in order to cover 100% of the commercial contract signed in June 2019 with Nantong No. 4 Construction Co., Ltd. The purpose of this project was to build 500 affordable housing units as well as related facilities in Djibouti City. The construction site covers about 34,500 square kilometers and work was scheduled to last 30 months. It is unclear whether work has actually started.
