In 2013, China Development Bank provided a loan for the Ulaanbaatar No. 3 Power Plant Expansion and Reconstruction Project. The face value and borrowing terms of the loan are unknown. The purpose of this project was to support a 50MW expansion of Thermal Power Plant No. 3 (TPP-3) in the city of Ulaanbaatar (exact locational coordinates: 47.895556, 106.865055). Hunan Industrial Equipment Installation Company (湖南省工业设备安装公司) was the contractor responsible for implementation. The project commenced in July 2013 and it was officially completed at a June 16, 2014 completion ceremony.

There are some indications that the CDB loan may have first been issued to the state-owned Development Bank of Mongolia and then on-lent to another borrower for the Ulaanbaatar No. 3 Power Plant Expansion and Reconstruction Project. However, this issue requires further investigation.
