Project narrative

On November 28, 2019, China's Ministry of National Defense announced that the Chinese People's Liberation Army Support Base in Djibouti would host free cataract surgeries and medical treatment for the local Djiboutian population from December 1 to December 25, 2019, as part of the Bright Eyes Operation (Chinese: 光明行动). The project was organized by the People's Liberation Army Navy (PLAN) and the Ministry of Health of Djibouti. The medical team consisted of personnel from the PLA Support Base Hospital in Djibouti and the PLA Naval Military Medical University. The opening ceremony was held on December 5, 2019, although the first diagnosis, screenings, and surgeries began on December 1 at the PLA Logistics Support Base, with the remainder set to occur at General Peltier Hospital. The medical team also interacted with local counterparts at General Peltier Hospital during the project. The project was completed on schedule on December 25. During the 25-day project period, the medical team performed 117 cataract surgeries for 103 local people between December 1 and December 25.
