Project narrative

On November 28, 2002, Heinz Moeller Freile, from Ecuador's Ministry of Foreign Relations, countersigned Letters of Exchange from Chen Jian, China's Deputy Minister of Foreign Trade and Economic Cooperation, in which the Chinese government agreed to grant the government of Ecuador 5 million RMB (umbrella project captured in Record ID#87913). In these same letters, 50,000 USD in cash (worth 420,000 RMB) of the 5 million RMB was committed to help with emergency relief efforts related to the November 2002 eruption of the Reventador volcano. The remaining funds went to other economic and technical cooperation projects (see #87913 and #37812). It is unknown when the cash grant was delivered, or what parts of the emergency relief effort it went towards specifically.
