On August 23, 2018, the Minister in charge of Special Economic Zones (SEZ) in Congo had an exchange with a group of Congolese executives trained in China as part of the Pointe-Noire SEZ project. The Congolese government plans to install four SEZs on the national territory, with one in Pointe-Noire, and three others in Brazzaville, Oyo-Ollombo, and Ouésso. The agreement for the Pointe-Noire SEZ specifically was signed on September 5, 2018 during the 2018 FOCAC Beijing Summit (see Record ID#59424). As a part of its development of the Pointe-Noire SEZ, China conducted training for a total of four groups of Congolese executives on the operations of Special Economic Zones, the most recent of which took place in 2018. The training took place in China. The Congolese executives that were trained belonged to public administrations (customs, tax, trade, industry, etc.) that would be affected by the formation of the SEZ. The financial value of the training is unknown.
