Project narrative

On December 27, 2010, the Chinese Ministry of Science and Technology signed an agreement, committing to grant 40 laptops and 50 desktop computers to the National Secretariat of Higher Education, Science, Technology, and Innovation of Ecuador (Secretaría de Educación Superior, Ciencia, Tecnología e Innovación). The grant will be used for the technological strengthening of the Secretariat, which at the time was a new office. The grant was scheduled to arrive between December 2010 and December 2011, and was to be delivered by the Chinese Embassy in Ecuador. However, it is unknown precisely if/when this grant was received. It is also unknown the worth of the computers.
