Project narrative

In November 2005, the Chinese Government signed an agreement with Government of Guinea-Bissau to provide a $3.7 million grant to address the country’s fiscal deficit and support other unspecified projects. The agreement was signed by China’s Deputy Foreign Minister Lee Guozeng. This transaction is referenced in Deborah Brautigam's book 'The Dragon's Gift.' She writes that “[j]ust after its 2005 election, Guinea-Bissau... received a cash transfer of about $4 million to help pay public workers' salaries.” However, according to a Chinese news source, only $1 million of the $3.7 million contribution went to budget support and the remaining $2.7 million was earmarked for refurbishing military barracks and a military officers’ mess in Bissau (see Record ID#22580).
