Project narrative

On June 19, 2019, the Chinese Government and the Government of Seychelles signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 150 million (SCR 300 million) of grant funding to the Government of Seychelles for projects mutually agreed upon by the two governments. The grant funding was expected to support, among other projects, the construction of a technical and vocational school on Ile Soleil, a man-made island east of the main island of Mahé, as captured via Record ID#88830. Seychelles' Ministry of Education was active in the planning for the school, which is expected to provide instruction in plumbing, electrical, masonry, mechanics, and carpentry to its students. The Government of Seychelles is also planning to pay for the education of the students who attended it. The construction of the Technical and Vocational School in Ile Soleil was originally expected to begin in 2020. However, as of August 2022, AidData had not identified any evidence of project implementation. The amount of grant funding allocated from the RMB 150 million for this project is unknown.

Seychelles is not ODA-eligible from 2018 onwards. 4. The monetary value of the grant for the Ile Soleil Technical and Vocational School Construction Project is unknown. This issue warrants further investigation.
