Project narrative

On February 6, 2018, the Chinese Government completed and officially handed over a well-drilling and water supply infrastructure project for the Timor-Leste Defence Force (F-FDTL) barracks located in Baucau. The project was designed to alleviate chronic water shortages affecting both military personnel stationed at the barracks and local civilian populations in the surrounding area. The project, officially titled in Chinese as “东帝汶国防军包考军营打井项目” (Well-Drilling Project for the Timor-Leste Defence Force Baucau Barracks), was funded by the Chinese Government and implemented by Shandong Foreign Economic and Technical Cooperation Group Co., Ltd., a Chinese state-owned enterprise with prior experience in international development assistance and infrastructure construction.
