In July 2019, the Chinese Government funded a two week training for 33 police officers from Fiji with the goal of improving investigations into drug cases. Staff comments

Source number 151081 states that Fiji's Police Commissioner spoke to some of the police officers "before their departure for China" which indicates that the flow type is training within the donor country.
