Staff comments

Normally, Chinese Ambassador Scholarship projects would have flow type = Scholarships/training in donor country. However, based on the low-value of these scholarships for each student, the students are probably not using it to travel to China for school. This is probably more like a small grant that the students can use to facilitate their school work, such as for purchasing new books and supplies. Therefore, AidData codes the flow type = grant instead.
