Project narrative

On August 19th, 2021, Huang Yazhong, the Chinese ambassador to Bolivia, delivered a virtual speech at an award ceremony via Zoom, granting scholarships to 13 Bolivian students. In attendance at the ceremony was Adrián Quelca Tarqui, Bolivian Minister of Education. The students were to pursue undergraduate and graduate degrees at universities in China. The scholarship would cover all necessary costs during the period of study, but would not cover international flights. The students were to begin study in September 2021 and were expected to stay in China between 4-6 years depending on program of study. The scholarships are channeled through the Plurinational School of Public Management (EGPP), an entity dependent on the Bolivian Ministry of Education which was in charge of organizing the scholarships. The scholarships were awarded under the China-Bolivia Scholarship Cooperation Program, which had recently resumed after a pause during the presidency of Jeanine Áñez.
