Project narrative

Between its opening in April 2007 and the end of 2009, the Ningbo Branch of the China Development Bank provided funding for the Haier Energy Saving and Environmental Protection Street Light Renovation Project (马其顿斯科普里市海尔节能环保路灯改造项目) in Skopje, North Macedonia. Haier, a Chinese state-owned enterprise, was involved in the project in an unknown capacity. It is unclear if the financing was an export sellers credit to Haier for operations in North Macedonia, an export buyer's credit to a Macedonian institution to purchase LED lights from Haier, a loan to Haier to finance capital investments in North Macedonia (the company broke ground on a factory in September 2009, see 驻马其顿大使董春风出席海尔集团在马建厂破土动工仪式), or if the Ningbo CDB branch financed a street light donation project similar to that committed to Cuba in November 2009.
