Project narrative

On April 3, 2020, the Government of the Guangxi Zhuang Autonomous Region began sending a donation of 30,000 masks and 80 thermometers to the Paysandú Province in Uruguay to help combat the COVID-19 pandemic. The donation was expected to take ten days to arrive. While the actual arrival date is unknown, by June 26, 2020, the donation was confirmed to be in Paysandú. Harvard's Mask Diplomacy Dataset estimated that the donation was worth about USD 12,320. Guangxi and Paysandú have had a cooperative relationship since October 25, 2019, and in February 2020, Paysandú sent a donation of masks to fight COVID-19 to Guangxi.
