Project narrative

On or about April 8, 2020, the Hainan Province committed a donation of 9,600 masks to their sister provincial government in Rocha, Uruguay, in order to combat COVID-19. By April 8, 2020, the donation had been handed over to the Uruguayan Embassy in China. By July 15, 2020, the donation had arrived in Rocha. However, the exact arrival date is unknown. The masks were to be distributed to various agencies in the provincial government and municipal governments within the province by Rocha's Coordinating Center for Departmental Emergencies (Centro Coordinador de Emergencias Departamentales, CECOED). Using the value of the masks provided by Harvard's Mask Diplomacy Dataset, the donation was worth approximately USD 3,840.

1. While one Tweet from the Government of Rocha says the donation included 10,000 masks, both the government website and the Chinese Embassy report the donation included 9,600 masks. The more precise number, which is supported by multiple official sources, has been used. 2. Harvard's Mask Diplomacy Dataset uses the 10,000 masks number, and estimates the value of 10,000 masks as 4,000 USD, indicating the estimated value of an individual mask is 0.4 USD. This number is used (9,600 x 0.4) to approximate the value of the donation.
