Project narrative

On May 12, 2020, the Municipality of Florida in Uruguay received a donation of 1,000 masks from the Shenyang Municipal Government, with the commitment that an additional 9,000 masks and other supplies would arrive at a later date. Fernando Lugris, the Uruguayan Ambassador to China, helped facilitate the donation. Then, on August 24, 2020, the Office of the Mayor of Florida, received 9,000 face masks and 100 special protective glasses. Shenyang and Florida have had a sister city agreement since 2017.

The article regarding a donation to Florida from "Ganzou" has not been 1. There is no Chinese province of Ganzou. Searches in Chinese and Spanish for any similarly-Romanized province in case of a mistranslation does not yield results: Guizhou, Guangzhou, or Gansu. Similarly, the city of Ganzhou does not yield results. There are no sub-divisions of Shenyang called Ganzou, either. 2. 9 million masks would be an unusually large donation for an individual donor, let alone a provincial government or municipal government. It is likely a typo and is the follow up 9,000 masks "and more" promised by the articles about the masks handed over in May 2020. 3. This project has not been picked up by the Wilson Center, Harvard, or UC Chile's mask diplomacy datasets.
