Project narrative

On June 25, 2019, the Port Authority of the Government of the Inner Mongolia Autonomous Region of the People’s Republic of China and the General Administration of Customs of Mongolia signed an RMB 114.6 million grant agreement for the Tsagaandel Uul-Ulzii Border Crossing Project. China Development Bank (CDB) also issued a series of loans in March 2019 worth RMB 418 million for the project. The purpose of the project is to construct the infrastructure and customs inspection facilities of the Tsagaandel Uul-Ulzii Border Crossing (Checkpoint). It also involves the construction of a special purpose road from the end of Tavan Tolgoi-Baruun Naran road to the Tsagaandel Uul-Ulzii port. On March 22, 2021, a project implementation agreement was signed. Project implementation has commenced. However, local residents have organized protests against the project, leading to major implementation delays. The local population has argued opening the new port provides no benefit to them. In addition they have claimed the government violated the law by not going through parliament to approve the project. Residents have created petitions to stop the opening of the port. The Prime Minister suspended the project temporarily in 2022 in response to the protests. However the project continued and was ultimately completed on April 23, 2025.
