Project narrative

On January 28, 2021, China's Ministry of Commerce (MOFCOM and the Government of Cape Verde signed an exchange of letters for the Mindelo Hospital Obstetrics and Gynaecology Building Project. MOFCOM provided an EUR 17.5 million grant commitment for the project. The purpose of the project is to construct a modern maternity and pediatrics center in the city of Mindelo. The facility will include 125 beds, a neonatal intensive care department, obstetrics and gynecology services, and an operating room. It will be located next to the entrance of Baptista de Sousa Hospital. China Railway 14th Bureau Group Co., Ltd. (CRCC14) is the contractor responsible for project implementation. A groundbreaking ceremony took place on December 15, 2023. It was attended by Cape Verde’s Prime Minister Ulisses Correia e Silva and Xu Jei, the Chinese Ambassador to Cape Verde. The project passed mid-term acceptance in February 2025. It was originally scheduled for completion in August 2025.
