On January 28, 2021, the Chinese ambassador to Cabo Verde, Du Xiaocong, exchanged letters with the Minister of Foreign Affairs of Cabo Verde, Rui Figueiredo Soares, for the Chinese funding of a new maternity and pediatric building at Cabo Verde’s Baptista de Sousa Hospital. On the same day, Du Xiacong and Rui Figueiredo Soares signed an inter-governmental economic and technical cooperation agreement (ETCA). The agreement will go toward projects within the São Vicente Marine Special Economic Zone (captured in Project ID #93126). The exchange of letters and ETCA are worth a combined RMB 100 million; the financial breakdown between projects is unknown.
