Staff comments

1. This donation may have been committed on March 17, 2020, as part of a larger donation of supplies to address the COVID-19 pandemic from public and private Chinese organizations to Argentina (umbrella project captured via Record ID#91387). While it is likely Huawei's contribution to this larger donation is captured via Record ID#93422, inconsistencies in reporting around Record ID#93422 leave open the possibility that the donation in November 2020 is also under the umbrella of Record ID#91387. However, insofar as (1) Record ID#91387 is an umbrella and (2) sources indicate this donation came from the Chinese Embassy rather than Huawei itself, there is little risk of double counting.
