Project narrative

On June 29, 2020, Almazbek Sokeev, the Director of the Directorate for the Construction of Water Facilities, announced that the Chinese government provided a grant for the construction of 20 water facilities. In addition to the grant from China, financing for these water facilities is being implemented by investment projects from the Islamic Development Bank, the Saudi Development Fund, and the European Bank for Reconstruction and Development. The specific grant amount provided by China is unspecified. It is also unclear whether this grant will be allocated for the construction of specific facilities or funding for the entire project of 20 facilities. Construction of the water facilities will be carried out in two phases. In the first phase, 6 facilities will be constructed. One of these has already been completed, as of June 29, 2020, and the rest are planned to be completed by the end of 2020. In the second phase, 4 facilities are planned to be constructed, but due to the prevailing situations, this construction has been postponed for an indefinite period. According to Almazbek Sokeev, ratification procedures are being prepared for some unfinished facilities. After successful ratification, construction will proceed to the next stage.
