Project narrative

On or about June 30, 2020, the Vice President of Ecuador verbally announced that USD 40 million in Chinese government grants would be available for the Quinindé Hospital construction project. Then, on September 28, 2022 and October 17, 2022, the Chinese Ambassador to Ecuador and the Minister of Foreign Affairs and Human Mobility of Ecuador signed Letters of Exchange committing RMB 1,050,000 originally granted via an Economic and Technical Cooperation Agreement (ETCA) for a feasibility study for the hospital. The funds were to be pulled from the ETCA signed October 11, 2017, captured via Record ID#59712.

1. There is circumstantial evidence to indicate that the funds originally intended for the Miguel Hilario Alcívar Hospital Reconstruction Project (captured via Record ID#91494) were to be reallocated to the Quinindé Hospital project. However, this issue warrants further investigation.
