Project narrative

In April, 2020 the City of Jinan donated 200,000 masks to 25 sister cities and organizations in Italy, South Korea, Cambodia, Britain, and Japan. The amount of masks sent to Britain, the specific receiving localities, and dates of shipment and arrival are unknown.

Staff comments

1. Jinan's sister cities in the United Kingdom are Bath and Coventry, England. It is very likely these localities were beneficiaries of this donation. However, AidData has been unable to finding specific corroborating evidence. This issue merits further investigation. 2. "Jinan shares 'opening-up' mindset with the world", which includes information on this donation, was published in October 19, 2021. The source only states that the donation came during the COVID-19 pandemic, suggesting a range of possible dates over 18 months. As the COVID-19 pandemic in the United Kingdom began in earnest in late March 2020 and similiar donations from China mostly began in April 2020, AidData has coded April 1, 2020 as the commitment date and has marked the commitment_date_estimated? field as True; it has also coded the same way for this record's actual start and completion dates. 3. "AidData has estimated the transaction amount for this donation based on price catalogues from the World Health Organization (WHO). Please see the TUFF Methodology for additional details" 4. Amount estimated based on assumption of equal distribution of materials amongst 25 recipient countries (140,000/25,000=5,600)
