On February 18, 2021, Chinese Ambassador to the Independent State of Samoa announced plans to build new agricultural infrastructure and 50 new demonstration farms in Samoa. More specific information was expressed by Li Zhiwen who is the head of the China-Samoa Agricultural Technical Aid group. He provided construction plans and details related to China's interest in pursuing the project. This project was known as the Samoa-China Agricultural Technical Aid Project (SCATAP). On December 8, 2022, a handover ceremony was held for this project. The SCATAP Phase Five supports 58 model farmers with 30 in vegetables, 22 citrus and 6 chicken farmers. The donation also included a small-scale feed mill to make feed for poultry, pigs, cattle and fish farms. The effort is part of the China-Samoa Agricultural Technical Aid project and is the fifth phase of that project.
