Project narrative

Between October and November 2019, the Ministry of Ecology and Environment of the PR China and the Ministry of Education and Culture of Uruguay signed a Memorandum of Understanding whose objective is the provision of goods to the protection of South-South Cooperation to address climate change. Under this agreement, China agreed to donate a Transportable Satellite Information Reception and Processing System to Uruguay. According to the website of the Uruguay Ministry of Education and Culture, on September 29, 2021, the ceremony of shipment to Montevideo of the Transportable Satellite Information Reception and Processing System took place in Beijing. The equipment was intended to enhance Uruguay's ability to receive and analyze information from multiple satellites, which can be applied in areas such as weather forecasting, climate change monitoring, and agricultural production. The value of this donation exceeds USD 3,000,000. On September 29, 2022, the satellite was delivered to Uruguay where Minister Pablo da Silveira and the Ambassador of the People's Republic of China, Wang Gang, signed the delivery certificate by the Government of China of a transportable system for the reception, processing and application of meteorological integration data. The system will be installed at Air Force Base No. 2. The use of the system will be inter-institutional, for which a management team is being formed with the participation of all interested public organizations. The aim is to share and develop national capacities, for which the Chinese experts will also provide advice.
