Project narrative

On November 5, 2009, Sudan’s National Electricity Corporation (NEC) — a state-owned electricity company — and China Machinery Engineering Corporation (CMEC) signed a $215 million supplier’s credit agreement for the White Nile Electrification Project. The borrower was expected to use the proceeds of the loan to finance a commercial contract with CMEC, which was signed on the same day. The borrower terms of the supplier’s credit (loan) are unknown. The purpose of the project was to construct over 1000 km of electricity transmission lines, connecting 8 substations, the (planned) Merowe dam project, and the electricity grids of five states (Khartoum, White Nile, Blue Nile, Kordofan, and Upper Nile). The AI-Duwaim (Ed Douiem or الدويم) distribution station and Mashkour (el-Mashkour or مشكور) distribution center supported this interconnection project. CMEC was the EPC contractor responsible for project implementation. President Omar Al-Bashir officially inaugurated the project on July 7, 2011.

National Electricity Corporation (NEC) is a state-owned electricity company in Sudan. It is a statutory corporation under the Ministry of Energy and Mining (ME&M). The company is responsible for electricity generation, transmission and distribution in Sudan. The company owns and operates hydro, diesel, steam, gas and combined cycle power stations. In addition, there are many thermal power stations for the isolated areas. The company is undertaking various development projects which include construction of new power infrastructures as well as up-gradation of the existing system. The company was formed in 1982 and is headquartered at Khartoum, Sudan. 3. CMEC Official Jia Zhiqiang, CMEC Vice President Jin Chunsheng, CMEC Director Li Taifang, CMEC Manager of 6th Division Yin Zhixin, NEC Secretary Mr. Bushr Abd Alla Gad Alla, and NEC Project Planning Division Manager Mr. Abubakr Abbas EI Zein Ali attended the signing ceremony for the supplier’s credit agreement on November 5, 2009.
