Project narrative

On April 20, 2020, the City of Harbin donated 36,000 surgical masks to the Niigata City Municipal Government for COVID-19 prevention. Harbin committed to the donation on April 14, 2020, and the masks were received by the Niigata City Tourism and International Exchange Department on April 20, 2020. Harbin and Niigata have been friendship cities since 1979. The masks were distributed to after-school children's clubs in Niigata. The financial value of the donation is unknown.
