On April 15, 2020, the Kaifeng City Municipal Government donated 10,000 masks to the Toda City Municipal Government for COVID-19 prevention. Toda is a city located in Saitama Prefecture, Japan, and Kaifeng is a prefecture-level city in east-central Henan province, China. Toda and Kaifeng signed a sister city alliance in 1984.
