Project narrative
On December 2, 2008, the Chinese Ministry of Public Security signed a memorandum of understanding (MoU) with the Cambodian Ministry of Interior to provide $300,000 USD in grant assistance. The funds were intended to support police reform, equipment upgrades, and improvements in anti-terrorism and anti-narcotics operations, as well as international crime cooperation. According to Cambodian Interior Ministry officials, the funds would be used to purchase police equipment from Chinese suppliers and be incorporated into the ministry’s regular budget.
