In June 2013, the Ningxia Branch of China Development Bank (CDB) issued a $38 million USD loan to China Communication Construction Co., Ltd. (CCCC) for the construction of the Qatar Eastern Expressway project. CCCC signed an engineering, procurement, and construction (EPC) contract with the Public Works Authority of Qatar on June 21, 2013 for the construction of the Qatar Eastern Expressway Project. The contract, set for 960 days, was worth $600 million USD. The purpose of the project was to build a 10.75 kilometer (~6.68 mile) expressway connecting Qatar Industrial Zone to the Doha New International Airport. The project plans included 10-lane highway base, three large interchanges, one cross-line interchange, one railroad bridge, newly-built and relocated underground related facilities and pipelines. The project was completed and opened to traffic in April 2017.

However, given that one source refers to the Ningxia Branch of CDB as lending $70 million USD for Phase 1 of the New Doha Port Project and Qatar Eastern Expressway Project and another source identifies the face value of the CDB loan for Phase 1 of the New Doha Port Project as $32 million USD, AidData assumes that the remaining amount ($38 million USD) was lent in support of the Qatar Eastern Expressway Project.
