On April 2, 2020, the Shandong People's Association for Friendship with Foreign Countries (SDPAFFC) donated an unknown number of masks to an unknown sister city in the UAE. The financial value of the donated masks is unknown. The SDPAFFC is a subordinate group of the Chinese People's Association for Friendship with Foreign Countries (CPAFFC), which manages sister-city relationships and has been described as the 'public face' of the United Front Work Department.
